Shenzhen Baoling Tongli Co., Ltd. (China)
First Japanese Steel Service Center in China
Launched in a Rural Village with One Slitter Line
Established in 1988 in Shenzhen, Guangdong Province, Shenzhen Baoling Tongli Co., Ltd. was China's first Japanese steel service center. Located right next to Mabuchi Motor Co., Ltd.'s plant in Shenzhen's Baoan County (now called the Baoan District), it started up with only one slitter line. The company steadily built up its facilities in tandem with industries transferring from Taiwan (primarily personal computer and other IT-related businesses) and Japanese office automation equipment manufacturers moving to China since 1995. The plant currently has 140 employees and 11 lines, including leveller shear lines, and the facilities occupy approximately 8,500 square meters of the 28,525-square-meter site. The plant processes an average of 100,000 to 120,000 tonnes per year.
The steel service center was launched eight years after the establishment of Shenzhen's special economic zone, a time when not many companies had invested here yet. It took considerable resolve to set up a steel service center in this rural environment: banana fields and rice paddies ringed the plant site, and cows chewed grass at a leisurely pace. Once the 1990s began, however, companies from Hong Kong, Taiwan, and Japan moved into the area in rapid succession. Southern China, with the Pearl River Delta region at its center, subsequently grew into a major steel consumer, which is why Shenzhen Baoling Tongli occupies such a strategically important position for Metal One.

Three Decades Later: A Major Metropolis
Shenzhen celebrated its 30th anniversary as China's first economic reform zone in 2010. During that period it has grown from a small fishing village into a major city that reportedly has a population of around 14.47 million and is still expanding. The two subway lines were extended in conjunction with last August's Universiade, three new lines have opened, and a high-speed rail line is scheduled to go into service within the year.
The Ever-Changing Pearl River Delta Region

Ninety percent of our customers are located in Shenzhen and next-door Dongguan. However, plants are relocating in tandem with the flow of urbanization, and the belief is that moves away from the center of the Pearl Delta region to surrounding areas will increase.
Our company is located in an industrial zone, but in fact this zone is changing into a residential and shopping district. We are the only manufacturer in the region, so the center does stand out. The townscape had been so completely transformed, in fact, that the company's location was almost impossible for me to determine when I visited again for the first time in five years in 2005.

Spot the Changes and Discover the Needs
The company's business expansion has been focused on Japanese corporations that established re-export operations, but the yuan's recent strength, rising wages, a personnel shortage, and other factors will no doubt force re-exporters to reconsider their strategies. Meanwhile, Chinese steel manufacturers are gaining strength, and regional industry has grown prodigiously. In view of this situation, we began full-scale efforts three years ago to develop domestic markets in China. Our goal is to be a steel service center with a harmonious blend of our existing businesses and domestic sales within China.
Always upgrading our capabilities to meet expanding market needs is a prerequisite for survival in increasingly competitive China. We intend to bolster our plant's presence from here on as well in the southern China market, which continues to grow.
